Outlet Shoppes Announces Expansion (Updated with Pictures)

H&M Outlet Store Coming to El Paso

The Outlet Shoppes at El Paso officially broke ground today on an expansion that will bring new retailers to the region. The Phase II expansion will add 44,000 square feet of space to the shopping center.

The retailers announced today include H&M, Love Culture, New York & Company, and Destination Maternity. Outlet Shoppes officials indicate additional three additional stores will be announced in the future, including some that are new to El Paso.

The new structure, which is being built on the northern side of the center, helps complete the "racetrack" design that includes covered walkways.

Ballpark Crews Begin Work on Baseball Field

Lighting Fixture Installation is Now Complete

Construction crews at Downtown El Paso’s new Triple-A baseball stadium began placing gravel and sand on the grounds of the ballpark last week to prepare for installation of the final playing field.

Several tons of material will result in about four inches of gravel with ten inches of soil on top. This will set the stage for installation of Bermuda grass sod that will be rolled out on the field in the middle of March. The 14 inches of base material will serve as a drainage foundation.

San Jacinto Plaza’s Next Phase of Construction to Begin

Groundbreaking to be Held this Week

The next phase in San Jacinto Plaza’s evolution into a modern park will begin this week in Downtown El Paso, with a groundbreaking that will mark the beginning of the next stage of construction that is expected to last 12 months.

The first phase, which was completed late last year, included expanding the park by 10 feet in each direction. The new design took over the lane of parking that surrounded the plaza. Other phase one work included preparing the park for improvements.

Crews Complete Work on Historic Building’s Exterior

Less than one year after El Paso’s former City Hall was demolished to make way for a Triple-A baseball stadium, renovation work is nearing completion on a 73,000 square foot building that will house some of the City’s departments.

The Mulligan Building has undergone an impressive $13.7 million rehabilitation that will make it ready for both the Information Technology and the Engineering & Construction Management departments of the City of El Paso.

Triple-A Stadium Construction Gets Two Additional Weeks

El Paso Chihuahuas officials are moving forward with their plan to postpone the Triple-A stadium’s opening until the second home stand for the baseball team.

The decision will give construction crews more than two additional weeks to finish readying the stadium for the team. The first four “home” games will now be played at the team’s former home in Tucson.

Opening day at the park will now be April 28, 2014, instead of the original April 11 date.

A few local media outlets were given a tour of the construction site last week, which included visits to several areas of the ballpark, including the team areas below the stands.

Stadium lights are now being installed on their respective pole structures, and roofing materials are being readied for placement.

TI:ME at Montecillo Debuts New Website

‘Non-Traditional’ Shopping Center to Open this Year 

An urban, compact shopping center that is part of the Montecillo smart growth development in West El Paso has debuted its new website. The site for TI:ME at Montecillo, which bills itself as a “non-traditional” shopping center, can now be found at itistimeelpaso.com.

The center will have 12,000 square feet of leasable space, with options ranging in size from 80 to 1,200 square feet. It will be anchored by three new full service restaurants, owned and operated by the same restaurant group that created Crave Kitchen and Bar, 1914 Loung, and the Independent Burger.

The newest site plan for a future shopping center slated for Northeast El Paso shows a few changes from the version revealed last year. The layout for North Hills Crossing remains generally unchanged and will take up a 28-acre spot at the corner of Martin Luther King Jr. Boulevard and Gateway South, along the US-54 freeway.

A Chick-fil-a Restaurant has been replaced by a McDonald’s location on the southern corner of the site, while two spots that were previously labeled as future Panda Express and Whataburger locations are now simply labeled as “Restaurant” and “Fast Food.”

Panda Express now shows up along the southeastern side of the center and may share a wall with a Verizon location. Taco Cabana is still pictured next door to this structure, though Five Guys and Dunkin’ Donuts have been removed.

Retail Buzz: White Lace Bridal Boutique to Open at ‘Fountains’

The newest addition to the Fountains at Farah shopping center in East El Paso will provide a new option to shoppers seeking bridal attire and accessories in the Sun City. White Lace Bridal Boutique will open this year on the Promenade level of the center.

A Facebook page for the store has debuted, and the Fountains at Farah website also includes the store in its list of Promenade shops. No opening date has been revealed with the status of the store listed as “Coming Soon.”

Airport Hotel Developer Moves Forward

Jordan Foster Construction Chosen as Contractor for Hotel/Retail Complex

Construction of a 4-Star hotel and retail complex near the El Paso International Airport is set to begin this summer, and now the developer has announced the contractor chosen for the project. EP Vida, LLC, a development company with an office in El Paso, announced in a press release that Jordan Foster Construction will perform “predevelopment services” for the project.

The complex will include a 220-room, full service hotel with an attached 80,000 square foot retail center. Renderings of the hotel indicate it will rise more than 10 stories and may carry the Westin brand name.

Design Changes for Apartment Project Near Downtown

Campbell Apartments Adds 5th Floor

A recently revealed apartment development planned for a neighborhood near Downtown El Paso has changed its design, according to a City Plan Commission (CPC) agenda item. The Campbell Apartments project has added a fifth level and will now have a parking area on the ground floor.

The parking garage will replace an inner courtyard and a series of apartments planned for the first level, with the commercial spaces still lining the structure along Campbell Street. With 51 parking slots now included in the design, the developer is seeking a 70% parking reduction from the City. The garage will be accessible from 3rd Avenue.

Open space will now be included on the second level, consisting of about five thousand square feet of landscaped space. Some apartments will have access to balconies overlooking Campbell Street and 3rd Avenue.

Transportation Update: Border Highway West

Commission Approves $600M Minute Order for Loop 375 Extension

A minute order was recently signed by the Texas Transportation Commission approving a $600 million grant for the Border Highway West project in El Paso, with funds coming from Texas Mobility Fund bonds. The new tollway will extend Loop 375 from south of Downtown to the northwest for seven additional miles.

The Border Highway West extension will include new accessibility to and from both Doniphan Drive and McNutt Road near Sunland Park, New Mexico. (TXDOT)

The funds have been authorized for the Camino Real Regional Mobility Authority (CRRMA), who originally sought to make the project a reality. However, the Texas Department of Transportation (TXDOT) requested last year that the CRRMA waive its option to develop the project so that TXDOT could bring it to fruition.

The Border Highway West extension will contain many miles of bridge structures, with the majority of the tollway elevated. (TXDOT)

Now, the two parties will partner up on the project, with TXDOT responsible for most of the development and construction and the CRRMA overseeing the design and installation of toll facilities and infrastructure. In addition to the $600 million secured for the project, TXDOT will kick in another estimated $200 million needed to complete the tollway.

Four development teams were shortlisted for the project last October, including two that recently held meetings for subcontractors interested in performing work on the tollway. Rio Bravo Developers, consisting of Fluor Enterprises of Irving, Texas, Ames Construction, Inc., of Minnesota, and Austin Bridge & Road, L.P., also of Irving, held a meeting on January 15, 2014. And Border Highway Mobility Partners, consisting of Walsh Construction of Chicago, Sundt Construction of Arizona, Infrastructure Corporation of America of Tennessee, and Parsons Corporation of California, held a meeting on February 5, 2014.

New Park Coming to Central El Paso Neighborhood

Austin Terrace to Get Green Space, Playgrounds

The northern edge of the Austin Terrace neighborhood in Central El Paso will get a brand new park this year, a beneficiary of the 2012 Quality of Life bonds. The City of El Paso held a meeting last week to inform the public about the coming project.

The approximately three-acre park will be located on Radford Street just south of Pershing Avenue. The park site is part of a larger eight-acre property that borders Fort Bliss near the Pershing Gate. Part of the property was recently used to construct a large water tank by El Paso Water Utilities.  

New amenities for the planned park include two playground areas, one for toddlers and one for school-age children, bike racks, sidewalks, and lighting. According to the site plan, paths will meander through the park, which is located on a somewhat-sloped property. Two sports courts will be located in the southwest quadrant of the park, including one that can be used for hard-court soccer or basketball. 

Ballpark Construction May Move To 24-Hour Schedule

City to Hold Community Meeting to Discuss Updates

The City of El Paso will hold a community meeting on Tuesday to provide updates on construction of the Downtown baseball stadium. According to the meeting notice, the City may move forward with a schedule which includes construction work that will continue 24 hours a day, seven days a week.

The more intense construction schedule is likely due to a fast-approaching opening day, a date tentatively set for April 11, 2014, just over two months away. Crews recently put the last piece of steel in place, another step in the stadium’s road to reality.
