A representative with Simon Property Group indicates they "continue to work on plans for the expansion of Cielo Vista Mall," but have no additional updates. Simon owns and operates the mall, located in East El Paso at Interstate 10 and Hawkins Boulevard.

In May 2015, mall officials announced a 125,000 square foot expansion of Cielo Vista which would add 35 to 40 new stores and three to four restaurants that would begin construction in early 2016. However, there has been no visible movement since then.

Simon Property Group proposes an expansion off of the western wing of the mall in its plan, where the current Dillard's mens and childrens store now exists. Dillard's would be moved to the west, allowing room for the new shops and restaurants.
